Deprecating EAPI 5

Deprecate EAPI=5 for new ebuilds. EAPI=5 profiles are not deprecated.

Remove hppa@ support from Gentoo (or move to experimental)

  Update by ulm@ and mgorny@: progress is ongoing.

- bug #653304: Code of Conduct bans against general public restrict Free Speech

  Not a council@ subject matter: Un-CCed council@.

- bug #650964: Implement council decision on user whitelisting

  Update by antarus@: draft of proposal was sent to council@
  as "[DRAFT] Gentoo-dev whitelisting". Soon to appear in
  gentoo-dev@ and gentoo-project@.

  council@ has no objection on wording. Unblocked bug #650964.

- bug #654262: EAPI 7 approval

  EAPI 7 approval happened in the bug: 7 yes (unanimous).
  Bug was closed.

- bug #655118: repoman should reject attemt to commit fresh ebuilds
  with deprecated EAPIs (changing existing should be fine)

  Specific implementation of deprecation is not a council@ subject
  matter: Un-CCed council@.
