Handling of Twitter / X account

The conclusion was that we should remain on X as long as someone is willing to
maintain the account and further Gentoo's goals. mpagano offered to help maintain
the account.

Open bugs with Council participation
====================================

* bug 925014 ("PR services lacking developer redundancy")

  As discussed in previous meetings, we concluded there's nothing more for council to do here
  and dropped ourselves from the bug.

* bug 936211 ("[Tracker] Gentoo Foundation dissolution")

  robbat2 said that moving one-time donations to SPI accounts were done, as were
  moving (new) recurring donations to SPI accounts.

  Existing recurring donations are not yet moved and robbat2 plans to reach out
  to donors.
